Background & About the Course
The Operational Responsible Person for Wastewater Management (POPAL) is a personnel with the authority and responsibility for planning, operating, optimizing wastewater treatment installations, maintaining these installations, and responding to emergencies related to wastewater operations.
According to the Indonesian Minister of Environment and Forestry Regulation No. P.5/MENLHK/SETJEN/KUM.1/2/2018 regarding Standards and Certification of Competence for Operational Responsible Persons in Wastewater Treatment and Pollution Control, individuals responsible for pollution control must possess the required competencies, which include certification.
Course Objectives
The objective of the BNSP certification training for Operational Responsible Persons in Wastewater Management (POPAL) is to enhance participants’ competencies in wastewater management according to standards, ensure compliance with environmental regulations, optimize operational efficiency of wastewater treatment systems, and prepare participants for the BNSP competency test. After completing this training, participants are expected to:
- Understand the fundamental principles of wastewater treatment.
- Recognize different types of wastewater treatment systems (physical, chemical, biological) and their applications.
- Comprehend relevant environmental regulations and standards related to wastewater management.
- Acquire skills in operating and maintaining wastewater treatment equipment.
Who Should Attend
Recommended Participants:
- Operators with a minimum education of Senior High School (SMA) or Vocational High School (SMK).
- Participants must provide:
- A copy of their ID (KTP).
- Four passport-sized photos with a red background (3 x 4 cm).
- A copy of their latest diploma.
- A CV or resume.
- A letter of work experience in the field of POPAL.
- A recommendation letter or work certificate from their company.

- Implementing Occupational Health and Safety (K3) Measures Against Hazards in Wastewater Treatment
About the Course Leader
Ir. Dwi Handaya, ST., MK3., IPM
A Wastewater Treatment Specialist with over 25 years of practical experience in the field, both nationally and internationally (Germany, Saudi Arabia, United Arab Emirates, Singapore, Malaysia, etc.). He holds a Bachelor’s degree in Chemical Engineering and a Master’s degree in Environment and HSE from the University of Indonesia. Currently, he serves as an advisor and expert council member at the Indonesian Water Association (www.idwa.or.id), supporting various projects in wastewater treatment (WWT), effluent treatment plants (ETP), potable water treatment (PWT), and sewage treatment plants (STP). He has also supported various power generation industries, including PLTU Pangkalan Susu, PLTU Lontar, and recycling programs for PLN UID Jakarta. In addition to his practical industry experience, he has taught at over 300 training events and seminars.
